All participants attending TICAD VI must register and be accredited with the TICAD VI Secretariat.
a)Registration of Participants
All participants attending TICAD VI must be registered and accredited by the TICAD VI Secretariat. The Government of Kenya has created a dedicated website for the TICAD VI summit (http://ticad6.net) with an online registration and accreditation portal. The system will capture the bio data of participants, including their passport size photographs and copies of respective identification documents (Passport).
Registration for the Conference is not open to the general public. Each State or International Organization/ entity shall designate in writing (Note Verbale), a Delegation Coordinator (DC) who shall be responsible for the registration of its participants including the collection of the badges and vehicle passes on behalf of the delegation. Delegations are required to notify the Secretariat of the name of the designated DC by 15th July 2016. Only the designated DC will be allowed to access the online registration portal with the required items to be filled out.
The DCs of the participating States are charged with the responsibility of identification and registration of their respective national participants; including government officials, private sector representatives, civil society and two (2) officials Camera/ Press Crew. Access badges shall be strictly issued only to persons who have been duly registered and accredited.
The DCs are required to forward their delegation lists under the cover of a Note-Verbale, or official letter from respective organization not later than 31st July 2016. Each DC shall be responsible to ensure the authenticity of information provided during registration through the entity account in the online registration portal to ensure that it matches the delegation list. After confirmation by the DCs, the Secretariat shall scrutinize the registration submitted and approve them accordingly.
b)Registration of and Access by Motor Vehicles
The Government of Kenya will provide transport to and from the Conference venue for all delegations and participants attending the conference.
In special circumstances where some delegations may require to use their own vehicles, the specific request must be submitted to the TICAD VI Secretariat for further guidance and approval.
Access to the Conference venue (‘the red zone’) shall be strictly restricted to officially registered vehicles and drivers.
The registration of vehicles and their designated drivers shall be done through the TICAD VI website by the same aforementioned Delegation Coordinators.
Only motor vehicles assigned to Heads of Delegation shall be allowed access into the Conference venue.
The motor vehicle passes shall be issued at the Accreditation Centre and collected by the DCs.
c) Media Accreditation and Basic Guidelines
All Media personnel (journalists) intending to cover TICAD VI must obtain a TICAD VI Press ID Card to be issued by the accreditation centre. Journalists who will not have been registered through Delegation Coordinators are required to contact the TICAD VI Secretariat of the Government of Kenya by 30th July 2016 or earlier, for appropriate help and direction. The mandatory required documents shall be the journalist’s national identification document (passport or ID) and the press card indicating the company or media house they represent;
Each participating country sending an official Press Crew is entitled to a maximum of 2 per delegation and these must be registered as part of the official delegation. Only the registered official Photographer /Cameraman will be admitted to cover some (not all) official sessions. The official Camera /Press Crew will be issued with a special identification card to access some (not all) official sessions of the conference;
An International Media Centre (IMC) will be established right next to the conference venue at the KICC, with a provision of a common working area (approximately 200 seats), a press briefing room, IP transmission space, Information desk, media assembly point and a catering unit for all accredited Media personnel. The common working space will offer workstations with internet services (wired and wireless) and power supply. A Monitoring Centre will also be available for the journalists to monitor and follow conference proceedings.
A press liaison office/desk will be established as part of the International Media Centre and manned by TICAD VI Press Liaison Officers who will direct and always accompany Journalists to respective media/news sections.
TICAD VI will apply the pool system of media coverage with most of the Journalists easily accessing feeds, including images from a duly identified host broadcaster.
Due to the limited space available and for security reasons, mainly Host Broadcasters / Host Photographers, Official Photographers / Movie Cameramen and Private Media Pools of participating countries can cover official programme except some events (bilateral meetings and Airport Arrival / Departure). Official Photographers /Cameramen and Private Media Pools are required to hold Press ID Cards and Pool Cards for each occasion. Official Photographers/Cameramen and Private Media Pools are required to gather at the Pool Desk inside the IMC at the designated time (1hour prior to the event). Kenyan Press Liaison Officers will take them to the respective news points and places.
The host country for TICAD VI will designate an official photographer and in close collaboration with the press liaison office, establish a common online portal from where still pictures can also be downloaded.
The host Government reserves the right to vet all media equipment that will be used to cover the conference; specifically cameras, and microphones. The use of drone cameras during the conference is expressly prohibited.
Pool cards will also be required for coverage of a bilateral meeting between third countries. The media will be guided by the Press Liaison Office if the event takes place in a restricted area.
Journalists are not permitted to publicize the distributed Media Programme or use it as a source of news.
